District Judge Kevin R. Mullins, who was fatally shot by Letcher County Sheriff Shawn M. Stines last week, was honored at a funeral on Sunday for his work in fighting opioid addiction and advocating for treatment over jail for low-level drug offenders. Hundreds of mourners, including judges from across the state, gathered to pay their respects.
Mullins, 54, was described as a pioneer in addressing the opioid epidemic and mental health needs of those in the court system. State Supreme Court Judge Debra Lambert praised Mullins’ passion for helping people and his dedication to improving lives. Family members did not speak during the funeral, but Mullins’ mother, Patsy Holbrook Mullins, expressed gratitude for the community’s support of her son’s mission to combat the opioid crisis.
During the service, District Judge J. Foster Cotthoff highlighted Mullins’ commitment to providing rehabilitative treatment for drug offenders instead of incarceration. He was recognized for his innovative approach to linking individuals to treatment services early in their involvement with the justice system. Matt Brown, president of Addiction Recovery Care in Kentucky, praised Mullins for being ahead of the curve in his approach to addressing addiction.
Mullins, who served as a District Court judge for 14 years, was remembered by his colleagues as a compassionate leader and a devoted friend. He leaves behind his wife, daughters, mother, sister, and other family members. Mullins’ legacy as a champion for those struggling with addiction and mental health issues was honored at the funeral, where his impact on the community was remembered fondly.
